After reviewing the Constitution, the Civil Code, the Universities Regulation Law issued under Law No. 49 of 1972, the Private and National Universities Law issued under Law No. 12 of 2009 and its executive regulations, and Law No. 1 of 2019 concerning the establishment of the Fund for the Care of Innovators and Talented Individuals; and upon the request submitted by the founding body of the proposed Egyptian University in El Alamein, as well as the proposal presented by the Minister of Higher Education and Scientific Research—and following the approval of the Council of Ministers—the President of the Arab Republic of Egypt has issued this decree to establish a private university under the name of (The Egyptian University in El Alamein)
